Traffic Offenders Caught By LASTMA Pictured Sweeping & Cutting Grass As Punishment

Here are pictures of traffic offenders apprehended by the Lagos State Traffic Maintenance Agency (LASTMA), sweeping and clearing their yard, and even cutting grass as punishment for violating traffic rules in the state.

But my question is, is this permitted by the law governing the establishment of LASTMA?
