DOWNSTREAM SECTOR DEREGULATION

Consequent upon the critical review of the various challenges of the downstream sector of the Nigeria oil and gas industry vis a vis the incalculable losses associated with a subsidy regime the Country has been incurring in terms of, stifled growth in the downstream sector, diminished human capital development and massive financial leakages and flight. This is in addition to the dire financial circumstances of the Federation that precludes any ability to sustain any subsidy on PMS and making deregulation of PMS inevitable. Consequently, the Parties agreed to the following:

All parties agreed on the urgency for increasing the local refining capacity of the nation to reduce the overdependency on importation of petroleum products to ensure energy security, reduce cost of finished products, increase employment and business opportunities for Nigerians.

To address (1) above, NNPC to expedite the rehabilitation of the nation’s four refineries located in Port Harcourt, Warri and Kaduna and to achieve 50% completion for Port Harcourt by December 2021, while timelines and delivery for Warri and Kaduna will be established by the inclusive Steering Committee.

To ensure Commitment and transparency to the processes and timelines of the rehabilitation exercise, the management of NNPC has offered to integrate the national leadership of the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) and Petroleum and Natural Gas Senior Staff Association (PENGASSAN) into the Steering Committee already established by the Corporation.

A Validation team comprising the representatives of the NNPC, Nigeria Extractive Industries Transparency Initiative (NEITI), Infrastructure Concession Regulatory Commission (ICRC), NUPENG and PENGASSAN will be established to monitor progress of the rehabilitation of the refineries and the pipelines/strategic depots network and advice the Steering Committee periodically.

Post rehabilitation, NNPC shall involve the PENGASSAN and NUPENG in the process of establishing the operational model of the Nation’s refineries.

The Federal Government will facilitate the delivery of licensed modular and regular refineries, involvement of upstream companies in petroleum refining and establishing framework for financing in the downstream sector.

NNPC to expedite work on the Build Operate and Transfer framework for the nation’s pipelines and strategic depots network for efficient transportation and distribution of Petroleum products to match the delivery timelines of the refineries as agreed.

The Federal Government and its agencies to ensure delivery of 1 million CNG/LPG AutoGas conversion kits, storage skids and dispensing units under the Nigeria Gas Expansion Programme by December 2021 to enable delivery of cheaper transportation and power fuel. A Governance Structure that will include representatives of organized Labour shall be established for timely delivery.

GENERAL INTERVENTION

To cushion the impacts of the downstream sector deregulation and tariffs adjustment in the power sector, the Federal Government will implement the following:

A specific amount to be unveiled by the FGN in two weeks’ time will be isolated from the Economic Sustainability Programme Intervention Fund and be accessed by Nigerian Workers with subsequent provision for 240,000 under the auspices of NLC and TUC for participation in agricultural ventures through the CBN and the Ministry of Agriculture. The timeline will be fixed at the next meeting.

Federal Government will facilitate the removal of tax on minimum wage as a way of cushioning the impacts of the policy on the lowest vulnerable.

Federal Government will make available to organized labour 133 CNG/LPG driven mass transit buses immediately and provide to the major cities across the Country on a scale up basis thereafter to all States and Local Governments before December 2021.

Housing: 10% be allocated to Nigerian workers under the ongoing Ministry of Housing and Finance initiative through the NLC and TUC.

Consequently, the NLC and TUC agreed to suspend the planned industrial action.

There was outrage on Tuesday over the alleged dehumanisation of four employees of the Signatious Hotel, Warri, Delta State, by the management.

The Chairman of the hotel and former Minister of State for Education, Mr Kenneth Gbagi, was alleged to have ordered that workers – three women and a man – be stripped naked.

Their nudes were filmed and the snapshots sent online.

Activists and social media users condemned the act and urged the state Commissioner of Police, Hafiz Inuwa, to investigate the incident and arrest all those complicit.

Some right groups also took to the streets of Asaba to protest the dehumanisation of the hotel workers, identified as Gloria Oguzie, Victor Ephraim, Rosslyn Okiemute and Precious Achibong.

The activists, who carried placards with different inscriptions, such as, ‘Human rights under attack in Delta State’, and ‘We say no to bad justice in Nigeria,’ called on the federal and state governments and lawyers to assist the victims to get justice.

The leader of the protesters and Director, Young Nigerian Right Organisation, Victor Ojei, alleged that the hotel owner ordered the arrest of the workers over N5,000.

He claimed that the ladies were stripped naked in the presence of the police, who were called in to take them into custody.

He said, “Three females and one man were held hostage, stripped naked in the hotel room, photographed and put on video camera by the management of the hotel.

“Last week Friday, the management of the hotel stripped the ladies naked, filmed them in the presence of the police and at gunpoint. Cash was also withdrawn from the victims’ accounts through their ATM cards, before the police bundled them into a waiting van.

“The police, who should protect the citizens, connived with the hotel management and dehumanised them. Let’s assume that they stole the money, there are channels to address such matters.”

Also, a lawyer, Collins Chidiebere, said human rights organisations could no longer keep quiet over abuses in the state.

Chidiebere stated, “Human rights are supposed to be respected; those victims were kidnapped, held hostage, stripped naked for a period of four days, because of a mere allegation of stealing.

“There is a court of competent jurisdiction that should look into the matter and confirm whether these persons are innocent or guilty of the allegation. No one should take the law into their own hands.”

Another lawyer, Omemiroro Ogedegbe, told PUNCH Metro that a petition would be sent to the state Commissioner of Police over the matter.

He said, “The workers were arrested on Friday. By Sunday, we got information that they were not granted bail, because of their economic conditions. We intervened and asked the Divisional Police Officer to charge them.

“It was after their bail that they narrated their ordeal. They said Gbagi ordered that they should be stripped naked and videoed.”

The Director, Human Resources, Signatious Hotel, Egba Ederoghene, in a statement, said the allegations were meant to tarnish the reputation of Gbagi.

The statement was titled, ‘The futile attempt of political detractors to blackmail Gbagi’.

Ederoghene said, “We wish to categorically state that at no time did Gbagi subject any staff of the hotel to such humiliation, as he is presently bereaved and occupied with preparing for the funeral of his sister, who passed away recently.

“The management also wishes to use this opportunity to inform the public that the staff members in the pictures are part of a mali • cious conspiracy by some political detractors to bring Gbagi’s character to disrepute. This is not the first time an attempt has been made to smear the character of our chairman for whatever reason.

“In the absence of any dirt to nail Gbagi’s pristine reputation, they have descended to mudslinging by concocting fictitious stories to stir emotions and gain public attention.

“However, what those behind the recent blackmail against Gbagi do not realise is that the employees, whom they handpicked for their dirty and poorly executed job, were already under investigation by the management for conniving to steal huge sums of money from the hotel, some of which have been recovered. Confessional statements to this effect can be obtained from the Ebrumede Police Station.”

Ederoghene said the lawyers and activists speaking for the victims were sponsored “so as to serve the political interest of their paymasters.”

The former minister, in his personal reaction, expressed shock at the dehumanisation of the workers and promised to look into it.

While addressing journalists on Tuesday, he denied any involvement in the matter.

“I have handed over the running of the hotel to a management team,” he added.

He, however, accused his political enemies of taking advantage of the incident to rubbish his ambition ahead of the 2023 governorship race in the state.

Two of the affected workers, who were contacted by PUNCH Metro, declined comments.

Instead, they referred our correspondents to their lawyers.

Our correspondents gathered that they were arraigned on five counts of stealing various sums from the hotel, including N156,000; N111,000; N5,000 and N2,000, and the magistrate admitted them to bail in liberal terms.

The state Police Public Relations Officer, DSP Onome Onovwakpoyeya, said she was not aware that the workers were stripped naked.

The Lagos State Police Command has revealed that the Uber passenger, who was rescued after he jumped into the lagoon, did so to escape justice after allegedly killing his girlfriend.

Recall that Princewill David, 28,  who lives on Tajudeen Balogun Street, Igando, Lagos, ordered an Uber from his residence to Lekki on February 27, 2020. However, when the driver got to Third Mainland Bridge around 12am, David asked him to stop so he could ease himself.

The driver, who had heard of a man jumping off the bridge into the lagoon below days earlier, became suspicious. He drove to where some personnel of the Rapid Response Squad were stationed on the bridge and alerted them of what was going on.

Before they could get to David, he had jumped. However, he landed on some floating logs of wood on the surface of the water and was later rescued by the RRS personnel, the Marine Police Unit and some local divers.

When asked why he tried to commit suicide, he said he had been dumped by his girlfriend.

His motive for wanting to take his life has now been revealed.

While parading some suspected criminals at the Lagos State Police Command headquarters in Ikeja, the state Commissioner of Police, Hakeem Odumosu, said that David had an altercation with his girlfriend and allegedly killed her in the process.

Odumosu said: "He had an altercation with his girlfriend and killed her in a hotel and went to jump into the lagoon to escape justice for the crime he committed."

Leicester City manager Brendan Rodgers has confirmed three of his players are being kept away from the rest of the squad after displaying coronavirus symptoms.

Leicester are scheduled to face Watford at Vicarage Road in the Premier League in a lunchtime kick-off on Saturday.

Rodgers did not confirm which players may be affected.

"We've had a few players that have shown symptoms and signs (of coronavirus). We've followed procedures and (as a precaution) they have been kept away from the squad," Rodgers said.

"We've self-isolated the three of them and we'll see how that develops in the next couple of days

"This is about health, this is more than football. This is about players and their families, so any risks that are there for their health and everyone else's, we have to mitigate against that.

"The game is all about the players and the fans. If you have one of those not there, it's obviously not the same."

In another development, former Southampton and Sampdoria striker, Manolo Gabbiadini has also become the second Serie A player to test positive to the Coronavirus.

Tragedy struck in the Ondo state after a police officer simply identified as Tolulope, allegedly shot his wife dead and later killed himself in their home in Akungba-Akoko in Akoko South-West Local Government Area of Ondo State on Tuesday March 10th.

Confirming the incident to newsmen, the state police command spokesperson, Tee-Leo Ikoro, said it is quite unfortunate that such a thing happened in the state. According to Ikoro, investigations are ongoing into the case as the couple were the only ones at home when the incident happened, so no one can actually say for a fact it was a case of murder and suicide.

However, neighbors of the deceased couple say they have been at loggerheads as the policeman has always accused his wife of cheating on him. The neighbors claim the deceased officer never trusted his wife, accusing her of always receiving different calls from different men.

The couple left behind a three weeks old baby and a two year old child.

The National Basketball Association is suspending its season after a player tested positive for coronavirus.

The league made the announcement on Wednesday night after the NBA game between the Utah Jazz and Oklahoma City Thunder was abruptly postponed.

The players from both teams were already on the court at the Chesapeake Energy Arena in Oklahoma City for warm-ups when they were called back to the locker rooms to inform them about a player who has been infected with coronavirus.

The NBA said the affected player was not in the arena and the test results were reported shortly before tip-off.

"The NBA is suspending gameplay following the conclusion of tonight's schedule of games until further notice," the NBA said in a statement. "The NBA will use this hiatus to determine next steps for moving forward in regard to the coronavirus pandemic."

“A player on the Utah Jazz preliminarily tested positive for COVID-19. The test result was reported shortly prior to the tipoff,” according to the news release.

“At that time, tonight’s game was canceled. The affected player was not in the arena.”

In a statement, the Utah Jazz said a player on the team tested negative for influenza, strep throat and an upper respiratory infection Wednesday morning.

"The individual's symptoms diminished over the course of today, however, in a precautionary measure, and in consultation and cooperation with NBA medical staff and Oklahoma health officials, the decision was made to test for COVID-19," the team said.

The player is in the care of health officials in Oklahoma City, the team said.

"We wish this player a full and speedy recovery, and appreciate the work of health officials in Oklahoma to test a member of the Utah Jazz for COVID-19, as well as their prudent decision to test the entire team at this time," Utah Gov. Gary Herbert and Lt. Gov. Spencer Cox said in a joint statement.

They also added that they are working to identify individuals who have had close enough contact with the player as to have been potentially exposed.

A 4-year old girl was reportedly defiled inside the premises of a school in Okota area of Lagos.

According to Advocates for Children and Vulnerable Persons Network (ACVPN), the minor was allegedly defiled at Spring School located at Mukandasi Street.

Recounting how the incident occurred, the mother of the little girl disclosed that her daughter was in a perfect state when she brought her to school and left for work in the morning. However after they returned home after she picked up her child later in the day, she complained of pains in her private part and anus.

A quick and medical tests carried out at Mirabel Centre in Ikeja, Lagos confirmed that the 4-year-old girl was defiled. PM Express reported that the case was initially reported at Okota Police Division but was transferred to the Gender Section of Zone D Command, Mushin, in line with the State Command’s directive to transfer such cases to the Command or SCIID, Panti, Lagos.

Some staff of the school including the security guards, have been summoned and are undergoing interrogations over the incident.

La Liga has announced that the league has been suspended for two weeks following the coronavirus outbreak.

At an emergency meeting between The RFEF (The Royal Spanish Football Federation), La Liga officials and AFA (the Association of Spanish Footballers) on Wednesday afternoon and Thursday morning, it was decided that the measure would be taken in other to stop the spread of coronavirus.

The decision was taken just after Real Madrid's football players were placed in quarantine after a member of the Spanish club's basketball team, who they share a training ground with, tested positive for the coronavirus.

A La Liga statement read: "La Liga has decided given the circumstances that have come to light this morning, such as the quarantine put in place at Real Madrid and possible positive cases at other clubs, to continue with the next phase of the protocol of action against COVID-19,"

"It has been agreed that the competition will be suspended for the next two matchdays.

"Said decision will be re-evaluated after the completion of the quarantines undertaken in the affected clubs and in other possible situations that may arise."

Juventus have announced that 25-year-old defender Daniele Rugani has tested positive for coronavirus.

The Italy international is the first player from the club to test positive for the virus.

“The footballer Daniele Rugani has tested positive for Coronavirus-COVID-19 and is currently asymptomatic,” the Italian club said in a short statement published on Wednesday night.

“Juventus Football Club is currently activating all the isolation procedures required by law, including those who have had contact with him.”

Juventus, who are based in the city of Turin in the northwest region of Piedmont, were earlier this month forced to cancel youth team training sessions after three opposition players tested positive for the virus.

All Italian sport has been suspended until 3 April because of the outbreak of coronavirus in the country.

Juventus’ next scheduled game is on 17 March against Olympique Lyonnais in the Champions League and the match could still take place, albeit behind closed doors.

“Juventus have confirmed to us that we will play on Tuesday night behind closed doors in Turin,” Lyon’s president, Jean-Michel Aulas, told French newspaper L’Équipe on Tuesday.

“This has been confirmed by Uefa. The Italian Prime Minister had said that no matches could be played, but then said that this pertained to matches at a national level and not at an international level.”

Nearly 200 people in Italy have died in 24 hours as cases of coronavirus in the country continue to rise.

There have been 827 deaths in Italy and the number of cases jumped by more than 2,000 – from 10,149 to 12,462 – official figures showed on Wednesday evening.

Actor Tom Hanks says he and his wife, actress Rita Wilson, have been diagnosed with coronavirus.

In a statement posted to Instagram, Hanks said he and his wife were traveling in Australia when they were tested after exhibiting symptoms like tiredness, body aches, chills and "slight fevers."

"Well, now. What to do next? The Medical Officials have protocols that must be followed. We Hanks' will be tested, observed, and isolated for as long as public health and safety requires. Not much more to it than a one-day-at-a-time approach, no?" he wrote.

A representative for Hanks confirmed the news to CNN and had no additional comment.

Warner Bros. confirmed the actor was in Australia doing pre-production work on a film about singer Elvis Presley.

"We are working closely with the appropriate Australian health agencies to identify and contact anyone who may have come in direct contact with the individual," Warner Bros. said in a statement. "The health and safety of our company members is always our top priority, and we are taking precautions to protect everyone who works on our productions around the world."

Hanks is set to play Presley's manager, Colonel Tom Parker, in the film. Actor Austin Butler is playing Presley.

Baz Luhrmann is going to direct.

Hanks said he and his wife will "keep the world posted and updated."

According to the World Health Organization, there are currently more than 120 confirmed cases of coronavirus in Australia.

Liverpool manager Jurgen Klopp says their Champions League last-16 defeat by Atletico Madrid "doesn't feel right" and criticised the La Liga side's style of play.

The European champions' hopes of defending their title were ended by a 3-2 loss at Anfield on Wednesday, with Atletico winning 4-2 on aggregate.

The Reds had reached the final in the previous two seasons under the German.

Klopp suggested Diego Simeone's Atletico do not play "proper football".

"I am completely happy with the performance. It's so difficult to play a side like this," Klopp told BT Sport, adding he was "searching for the right words".

"I don't understand with the quality they have the football they play. They could play proper football but they stand deep and have counter-attacks.

"We accept it, of course, but it doesn't feel right tonight. I realise I am a really bad loser, especially when the boys put such an effort in against world-class players on the other side who defend with two rows of four.

"We know in the past two years we had some lucky moments in the Champions League - you have to to reach two finals - but today everything was against us in the decisive moments."

Defeat was Liverpool's fourth loss in six matches in all competitions, but they remain 25 points clear at the top of the Premier League.

Captain Jordan Henderson said Wednesday's result was "disappointing" but added the players would use it to end the season strongly.

"We put everything into that game so we are bitterly disappointed, especially with the goals we conceded," the 29-year-old England midfielder told BT Sport.

"All we can focus on is our performance level, and to have conceded those goals isn't like us. We're disappointed but we'll take it on the chin.

"For the rest of today and tomorrow it won't feel nice, but we have to use it to help us finish the season strong."

Who did cain fuck? If the bible story was real, or let's assume it's real, cain must have fucked his sister. Now , the story may not be true, but so many of us have fucked our blood sister and brother or cousins but we kept it secret because our environment frown against it so we hide it and keep it secret.
In some countries, it is legal for siblings or relative to marry each other and have sex. The truth is that ,there is absolutely NOTHING wrong with incest. People create law to make it wrong and we grow with that mentality that it's wrong. Animals fuck each other , they fuck their siblings and enjoy life. We too are animals, we are more intelligent, yes. But we experience nature the way other animals do too.
When I fucked my blood sister , it was long time ago. We were playing on bed and she had only her short skirt and pant, we didn't know when we kissed and start romance and we fucked . It happened like 3 times and I also fuck one of my cousins .it was consensual. We both want it. We kept it secret until we outgrow the feelings and they are married now .
The truth is that if many of us will be honest and truthful, some of us had fucked our relatives. We just kept quiet about it because we don't want people to know the truth. We keep it secret because we don't want people to blame us or condmn us. But it's life it happens.
Now, I am NOT talking about forced sex . You don't have to rape your sibling or cousin because you have a sexual feelings for them. Thats wrong. The feelings must be mutual and you must both consent to it before it happens.
If you see it as bad and wrong, don't do it. If your country have a law against it, go to another country where it is allowed. Live your true life. Enjoy your life as it is. If there were truly a Cain then, he must had fuck his sister.
If the story is a myth, then take a study of all of animals and find out if they fuck their siblings, if it's true , which I know it is, then why should human be any different?

Twitter users are in shock after a man was exposed as the one responsible for selling his friend's Twitter account while posing as a friend to her.

Over the weekend, a Twitter influencer, Omotara, who makes a living using her Twitter account, lost the account and it left her depressed and suicidal.

The person who hacked her account then went on Twitter to contact prospective buyers. One of the people he contacted to buy the account happens to be someone who knows Omotara, so he informed her that the hacker was trying to sell the account.

Well, Omotara, desperate to have her account back, asked the Twitter user to pose as a buyer and ask for the price of her Twitter account so she can buy it back.

She eventually transferred 135,000 Naira to the friend posing as a buyer and she got her account back.

Having returned to Twitter, she shared the shocking news that her account had been hacked by a fraudster who then sold the account for 135K.

She was able to trace the account the 135K was paid into. It belongs to a woman named Anu.

She went on Twitter to expose the Anu as a fraudster, not knowing that she was in for even more surprise.

After she exposed Anu, a very good friend who Tara visited in Kwara last week before she began having problems with her Twitter account reached out to her via DM. His name is Seth, known with the Twitter handle @Kingtanda. He is also a Twitter influencer who Tara reportedly trusts "100 percent".

Seth told Omotara that the Anu she's exposing is his friend and she was just an accessory used by the real scammer. He begged her to stop exposing Anu and promised that he will make Anu pay her back every kobo she spent to get her account back. He promised to pay her the 135K back if Anu cannot afford to but begged her to let the case rest because Anu is his friend.

"If you have any bit of respect left for me, please do this for me," Seth begged Omotara on behalf of Anu.

However, Omotara refused to let it go and said she was going to arrest Anu so that she will lead them to the person who stole the Twitter account and sold it.

Omotara later discovered that her trusted friend Seth was actually the one who hacked her account.

Omotara's best friend, Ewawunmi, has now narrated how it happened. She said Tara came to visit her in Ilorin on February 24 and stayed for a few days. During her stay, she tried to catch up with all her old friends, including Seth.

On the day they met with Seth (@Kingtanda), Omotara did a video with him in his car. He later asked for her phone so he can view the video. That was when he got access to her Twitter account details then pretended nothing happened.

Afterwards, he kept pressuring Omotara to know when she was leaving Ilorin because he wanted to set his plan in motion after she leaves.

She told him she was leaving last Friday, but she was eventually delayed, such that when Seth took over her account and sold it, she was still in Kwara state.

It was also discovered that Seth set Anu up also because she had no idea what her bank details were being used for. Seth simply lied to her that his bank account has "issues" and he was expecting money so he needed her account number. She gave him without suspecting anything until she came on Twitter and saw her name being dragged.

The whole incident has played out like a movie on Twitter and Twitter users have gone to Seth's timeline to call him out. Some warned people to be careful of so-called friends because they are the ones who can harm you the most. Others warned people to desist from giving out their account numbers to anyone to use for a transaction.
